Writing thoughts out publicly also allows for others to help contribute to the selection of the most interesting and focus-worthy thoughts. This requires people to interact, or at least visit the notes. I do not currently expect that to be achieved consistently, but it is another corollary benefit that could arise from these public notes. Potentially, some ideas could become “open-sourced notes”, and allow for wider collaboration.
