“NCLB remained on the books year after year, long after it was due to be revised, reauthorized, or scrapped in 2007. Congress was deadlocked and unable to escape a trap of its own devising. No one seemed able to imagine a federal education policy that did not rely on testing, that did not demand measures to hold schools “accountable” for failure to produce quantifiable results. No one seemed to remember that this had not been the federal role before 2002, when NCLB was signed into law.
